First you must find and activate 5 switches hidden around the town. After this, a black Archer will appear in the corner closest to what appears to be the town entrance. After speaking with her 3 times she will challenge you to a fight. She is level 100, so she shouldn't be too hard for a group of level 40 or so characters.
