The one that looks like a tsu is just an extended vowel too. like ー. Even if you think dog makes no sense, It's how they named it (what language is it supposed to be then?), you should know that some names make no goddamn sense at all in anime. And what official release? And you don't romanize ドッグ as "dock", they can't do that; gu never transforms into ku (unless it's another language than English, probably).
