It has been confirmed that killcount carries over to Game Over retry. Killcount Flag fulfillment repeating has been confirmed to be OK.
Downloading all DLC seemingly slows down the game's load time when you quit playing it, it takes about 1 minute for the game to confirm the quit in Home.
