The battle record for acquiring certain amounts of money seems to take into account the value of pre-existing upgrade bars. So you can get the 30 million one and then start your next playthrough with less than that (BX's money carryover is always 100%, even on playthrough 1).
15-upgrade mode is unlocked on the 4th playthrough. The amount increased on HP, EN, Armor, Mobility, and Targetting is the same for the extra 5 blocks. For attack power, it's 1250, 1350, and 1400 for the 1250, 1400, and 1600 upgrade tiers, respectively.
